ABSTRACT: With the extensive application of artificial intelligence technology in scientific research, Innovation driven by scientific big data begins all-around development, and data interoperability across data governance organizations is once again an unavoidable challenge, with new features from big data. There is a strong need for an integrated layout at the national level to hamonize the policy, technical solutions and data resources across data governance organizations. In 2017, the European Union proposed the European Interoperability Framework (EIF) which includes Legal interoperability, Organizational interoperability, Semantic interoperability and Technical interoperability at a large scale. EIF provides a model for data interoperability in a wide area space, so EIF is useful to research on scientific big data interoperability in China. Based on the practice of scientific data project which last more than 40 years in Chinese Academy of Sciences, and national open data sharing project which last more than 20 years and run Ministry of Science and Technology, especially the released of Measures for Scientific Data Management, scientific big data system which includes the policy system, data center system, the data resources system, technical system and service system, is well developed. This paper try to analyzes our scientific big data system within the framework of EIF, and finds out the shortcomings of research and practice on scientific data interoperability in China, and gives out some basic suggestions for future.

Hu Lianglin is the professor of Computer Network Information Center (CNIC), Chinese Academy of Sciences, the Vice director of Scientific Data Center of CNIC, the director of National Basic Science Data Center, the Secretary-General of CODATA China, the a co-chair of CODATA Data Ethics Working Group, and also the secretary of CODATA GOSC Data interoperability working group. His work focus on the research and practice of scientific data governance, open sharing and application.
